Goals & Vision
Strengthening Partnerships Across Our Four Districts
Strong schools are built on strong relationships. Chuck Wayman believes the most effective County Office of Education is one that serves as a trusted partner and resource to local districts.
As Superintendent, Chuck’s primary focus is strengthening collaboration with Pierce, Colusa, Maxwell, and Williams. By maintaining open communication, listening to district leaders, and responding with timely, practical support, he works to ensure each district has what it needs to serve students effectively.
His goal is a County Office that districts view as accessible, responsive, and supportive — one that works alongside schools rather than above them.

Expanding Opportunities for Students and Families
Chuck is committed to ensuring students and families have access to meaningful educational opportunities close to home. Under his leadership, existing programs have been strengthened and expanded to better meet community needs.
This includes:
Expanded Adult Education programs, including the Wildland Fire Academy and Certified Nursing Assistant (CNA) Program
Ongoing support for preschool and early-learning partnerships
Strengthened student mental-health and wellness services, including school-based counselors and a district wellness center
Oversight and continuous improvement of countywide Special Education services
Targeted professional learning and instructional support for educators through the establishment of a Curriculum, Instruction, and Accountability department
Looking ahead, Chuck continues to work with districts and community partners to explore new programs that align with local workforce needs and support students at every stage of learning.

Leading With Consistency and a Focus on Kids
Chuck’s vision for leadership is grounded in consistency, thoughtful decision-making, and a clear focus on students. He believes effective leadership requires listening carefully, analyzing each situation, and making sound decisions that are consistent, transparent, and student-centered.
By maintaining steady leadership and a clear sense of purpose, Chuck works to build trust across districts, support educators, and ensure decisions are guided by what best supports students and families.
Every goal is rooted in Consistency Collaboration. Leadership.
Every decision is guided by doing what’s right for kids.
